The Impact of Artificial Intelligence on Public Sector Administration: Examining Opportunities and Challenges

Abstract

Boniface Umoh E

In a time of swift technological development, artificial intelligence (AI) has become a disruptive force that is changing institutions and sectors all over the world, including public administration. Specifically, the study examines the impact of AI on planning, organizing, and controlling government operations within selected ministries—the Ministry of Education, Ministry of Health, and Ministry of Work and Infrastructure in Nigeria. The study adopts a descriptive survey design, utilizing structured questionnaires to collect data from a sample size of 334 respondents drawn from a population of 2,043. Data analysis involved descriptive statistics, visual charts, and inferential analysis using regression at a 0.05 level of significance, aided by the Statistical Package for Social Sciences (SPSS) Version 25. The empirical results were further supported using SWOT assessment. The findings reveal that AI significantly impacts the planning (p-value = 0.000 < 0.05) and organizing (p-value= 0.003 < 0.05) of government operations in the selected ministries, but has no significant impact on control mechanisms (p-value = 0.065 > 0.05). The study concludes that AI has a notable influence on public administration, particularly in enhancing the efficiency and performance of administrative functions, thereby reducing some operational costs. It recommends that public administrators continue to enhance their AI expertise and capabilities to maximize its benefits; employ multidisciplinary specialists and equipping public officials to manage AI’s development and application effectively. This study provides valuable insights for policymakers, administrators, and governments seeking to modernize governance structures globally.
