Challenges for Forest Governance: A Qualitative Review

This essay presents a brief review of several factors complicating governance and sustainability. It mostly concerns the less developed world. It brings together a number of factors that account for governance weakness. Rather than quantifications, it relies instead on individual case studies and on journalist’s reports. It reviews challenges to governance from corruption, food stress and the market – driven process of response as illustrated by the oilseed boom. and the fuelwood gangs remaining that afflict the drylands. It then examines the stresses by the illicit drug trade and the conflicts and wars, and illegal mining. Finally, it examines the different governance histories that underlie the problems in many countries. It emphasizes that most of the problems cannot be dealt with by global agreements but must be handled by national governments.
